Conditions for providing the benefit
Subsidized transportation is carried out under federal and regional programs to ensure the accessibility of air transportation for passengers.
The tariff is provided to:
  • pensioners (women from 50 years old, men from 55 years old);
  • passengers aged up to and including 23 years;
  • persons with disabilities and their companions;
  • large families.
To be eligible for the special tariff, it is necessary to provide the following documents:
  • a passport with registration in the Nenets Autonomous Okrug;
  • if there is no registration – a certificate from the workplace stating that the citizen is currently working in the NAO on a non-shift basis;
  • or a certificate of registration at the place of residence in the NAO.
For children under 14 years:
  • a certificate of registration at the place of residence in the NAO;
  • or a certificate of registration at the place of stay in the NAO;
  • or a certificate from the educational institution or kindergarten located in the NAO, confirming that the child attends this institution.

Important! The registration must be valid on the date of departure of the aircraft specified in the ticket. For students, the document must confirm enrollment for the current year.

Passengers can take advantage of subsidized tariffs by presenting documents confirming their belonging to one of the passenger categories.

The number of seats available at subsidized tariffs is limited on each flight.

Tickets at subsidized tariffs can be purchased at the airline's own sales offices, as well as at some travel agencies (please check the list of agencies with Smartavia's call center).

With subsidized tariffs, one piece of luggage up to 23 kg and hand luggage up to 10 kg can be transported free of charge.

Tickets at subsidized fares can be purchased at the airline’s own sales offices, agencies in your city, as well as on the official website of the airline.

For subsidized fares, passengers are allowed to check one piece of baggage up to 10 kg (with dimensions not exceeding 203 cm in total) and carry one piece of hand luggage up to 10 kg (dimensions 40x30x20 cm) free of charge.

There are restrictions on issuing airline tickets at subsidized fares on the above-mentioned routes. One passenger eligible for subsidized transportation can enter into no more than four air transportation agreements with carriers, including Smartavia (JSC "Smartavia"), according to one of the options below:

  • No more than 4 one-way tickets, or
  • No more than 2 round-trip tickets, or
  • No more than 2 one-way tickets and 1 round-trip ticket.

Subsidized fares are available for the following categories of passengers:

  • citizens of the Russian Federation who are officially registered as residents of the Kaliningrad region;
  • students of higher educational institutions located in the Kaliningrad region who possess a document confirming their full-time student status. Ticket issuance for full-time students is carried out upon presenting a document of the established form.

Passengers traveling on subsidized fares are allowed to carry, free of charge, one piece of checked baggage up to 10 kg (with total dimensions not exceeding 203 cm) and one piece of hand luggage up to 10 kg (with dimensions not exceeding 40x30x20 cm).

The number of seats available at subsidized fares is limited on each flight.

Tickets for subsidized fares on the routes Kaliningrad – Saint Petersburg – Kaliningrad, Kaliningrad – Moscow – Kaliningrad can be purchased at Smartavia’s own sales offices, as well as in certain agencies:

Tickets for subsidized fares on the routes Kaliningrad – Saint Petersburg – Kaliningrad, Kaliningrad – Moscow – Kaliningrad can also be purchased by filling out a subsidized transportation request form.

A request may be rejected in the following cases:

  1. There are no available seats at subsidized fares for the selected flight;
  2. The attached documents do not meet the requirements for issuing a ticket at a subsidized fare, specifically: For residents of Kaliningrad and the Kaliningrad region:
    • Russian Federation passport with a registration mark indicating residency in the Kaliningrad region.
    • For passengers aged 2 to 14 years: birth certificate with a citizenship mark and a residency registration certificate in the Kaliningrad region.
    For students of higher educational institutions located in the Kaliningrad region:
    • Russian Federation passport;
    • Certificate confirming full-time student status at a higher educational institution in the Kaliningrad region.
      • the certificate must be stamped with the official seal;
      • The certificate must be valid for the current academic year.
  3. A request may also be denied if the number of subsidized flights has been exceeded.
    Restrictions on the issuance of airline tickets at subsidized fares on the above-mentioned routes. A passenger eligible for subsidized transportation can enter into no more than 4 air transportation agreements with carriers, including Smartavia (JSC "Smartavia"), according to one of the options listed below:
    • No more than 4 one-way tickets, or
    • No more than 2 round-trip tickets, or
    • No more than 2 one-way tickets and 1 round-trip ticket.
